The Hertie School is a graduate school for public policy, international affairs and data science located in the vibrant heart of Berlin, Germany. The university offers four interdisciplinary and practice-oriented master's programmes taught entirely in English.

The Master of International Affairs  (MIA) and Master of Public Policy  (MPP) equip students with the practical tools crucial for careers in public service, the private sector, NGOs and international organisations. The Master of Data Science for Public Policy  (MDS) trains students in turning data into governance solutions that transform challenges for the common good. The Executive Master of Public Administration  empowers experienced professionals to lead teams and organisations, shape decision-making and manage change in the workplace.

As a member of the Global Public Policy Network (GPPN), the Association of Professional Schools of International Affairs (APSIA), and CIVICA – The European University of Social Sciences, the Hertie School prides itself on a dynamic network of students, alumni, faculty and partner institutions around the globe. Additionally, Hertie School students can also spend a semester abroad at one of more than 20 partner institutions around the world.

Though the Hertie School is located in the heart of Berlin, all courses at the Hertie School are taught in English. If you are a non-native speaker of English or did not complete your entire undergraduate degree in English, we require you to submit proof of English proficiency (by 1 June 2022).


We accept the following tests and minimum scores for the MPP, MIA and MDS:

  • Cambridge ESOL  | CPE C | CAE B
  • IELTS  | Writing 7.0
  • Duolingo   English Test  | 125

We accept the following tests and minimum scores for the Executive MPA:

  • TOEFL | PBT 577 | CBT 233 | iBT 90
  • IELTS | Overall score of 7.0
  • Cambridge ESOL | CPE (A, B, C) | CAE (A, B)
  • Duolingo | 115

For the MPP, MIA and MDS, work experience is not required for admission but can boost your application. In additional to full-time work experience, we also consider internships, volunteering, civic engagement and other extracurricular activities for an applicant's personal suitability to join our master's programmes.


For the Executive MPA, you must have at least three years of work experience, excluding internships, to be eligible for admission. The average Executive MPA student has about nine years of work experience.
