Postgraduate Overview

Depending on your program, postgraduate degrees at Lomonosov Moscow State University can take three or four years to complete. Master’s degrees are two years’ long, and you will need to pass entrance exams to gain admission. Once you’ve gained admission, you’ll be given a letter of invitation, which you can then use to apply for your student visa.

“Post-Soviet Public Policy” is a 2-year degree for your future success in public policy and international affairs in Eurasia.

This programme aims to provide young political scientists and future policy-makers with a deep understanding of comparative politics and policy-making processes in the Post-Soviet space. Through this knowledge, the programme will train the next generation of political analysts and public policy experts who will be exceptionally equipped to address the new challenges in public policy, including the processes of design, implementation and crisis management.

In addition to the mandatory core curriculum, students have the opportunity to develop thematic expertise by pursuing one of the optional areas of concentration.
Elective courses provide students with knowledge about:

•    One of the Post-Soviet Space regions (Baltic countries, Eastern Europe, South Caucasus, Central Asia, Russia) and its legal and economic systems, main trends and institutional design.
•    One of the public policy sectors, e.g. social, economic or defense policies.
•    The practical skills, arising from the complexity of an object: political analysis, decision-making process, implementation of a policy and its assessment, social engagement in public policy and political campaigns, network building and agenda-setting.
•    The academic skills for a future career in academic, expert or education spheres, including the specter of careers in public administration sector.

The first year of the MA is formed in order to provide students’ future research with a solid theoretical and methodological ground. In order to meet those requirements, students are invited to participate in methodological workshops.

Besides, at the end of a year, students are encouraged to give their own practical workshop during the «Expert in Post-Soviet Public Policy» international contest.

At the end of the second semester, students are encouraged to apply for an internal fully-funded scholarship, funding their studies at World`s leading summer schools.

Master thesis is an independently conducted study, which sheds light on both theoretical and practical aspects of a chosen topic.

- We take into account the importance of practical experience and encourage students to undergo at least 1-2 internships.
- The faculty supports students in the search for internships.

  • Affordable tuition fee. The tuition costs of studying at Lomonosov MSU 350, 000 rubles, which is approximately 5, 000 euro per year.

Admission Requirements:

Admission to the Master’s Programme “Post-Soviet Public Policy” is a three-step process: satisfying requirements (submitting the Application form), selection (distance interview) and an MSU test. We accept applications and hold interviews year round, whereas the test is set in summer.

•    Previous diploma, transcripts, 2 letters of recommendation.
•    English is a required prerequisite unless it is not an official language of your country. You can demonstrate that you meet the English language requirement during the interview.
•    The Personal Statement of Experience (PSE) essay is mandatory for all applicants.
