The Mexican territory has an approximate area of ​​two million km². If the heritage sea is considered, the area increases to five million. In this area are the natural riches of the country, on which its economic and social development is based. An important part of the Mexican territory is the western region, but this does not escape the natural oceanographic and meteorological processes, eventual or periodic, that have influence throughout the world such as: EL NIÑO, tides, tsunamis, hurricanes, droughts and floods, severe storms, frosts, variations in the levels of lakes such as Chapala, Pátzcuaro, etc., causing victims and material losses each year.
Groups of international scientists have carried out sporadic but interesting studies on these processes, but these investigations are insufficient to give us an explanation or a solution to the phenomena that occur in this western region. Due to the inability to assess risks on land and sea, a large number of specialists are required. However, the training of human resources in the areas of Oceanography and Meteorology is scarce in the country.
