The reality of recent decades indicates the need to specialize in public law disciplines, particularly in Administrative Law, given the importance that the State's activity has acquired in its relationship with individuals and companies. This implies a continuous work of adaptation of its fundamental institutions to the new reality that it exhibits. However, the above does not alter the hierarchy of freedoms and other individual rights to which the constitutional system provides substantive and adjective protection. On the other hand, the dynamics of the State in its relations with the market and society in general, in its institutional organization, in the forms of provision and control of public services, in the modalities of exercise of its police power faces new problems such as environmental law, the aforementioned integration law, telecommunications law, health law, defense of competition, etc. The importance and relevance of this subject more than justifies the creation of this degree, which is based on two fundamental premises:

a) Administrative law can only be studied from its connection with reality and other social sciences.

b) The reality of national public law must be fully studied, without prejudice to the contribution of Mercosur jurists.
