Mingachevir State University (MSU) was established by the Decree No. 1335 of the President of the Republic of Azerbaijan dated July 24, 2015. The university, founded in 1991, has operated under different names, including the Mingachevir branch of the Azerbaijan Industrial University, Mingachevir Energy Institute, and Mingachevir Polytechnic Institute.
In the 2024/2025 academic year, the university offers 38 undergraduate programs and 20 master's specializations in the fields of economics, engineering, and education. Currently, MSU operates with 3 faculties and 10 departments, providing education to more than 5,000 students and master's degree candidates.
With a staff of over 300 employees, the university employs approximately 220 academic staff, including 3 Doctors of Science, 59 PhDs, 2 Professors, and 33 Associate Professors.
Mingachevir State University (MSU) has established partnerships with 25 universities from 14 countries within the framework of international cooperation. MSU collaborates on joint projects with:
Turkey : Gazi University, Yıldız Technical University, Hacı Bayram Veli University, KTO Karatay University, and Istanbul Gedik University;
Germany : University of Siegen;
Lithuania : Mykolas Romeris University;
Ukraine : Kyiv National Economic University (KNEU) and Kyiv National University of Technologies and Design (KNUTD);
Kazakhstan : Abai Kazakh National Pedagogical University (Abai University), Ahmet Yesevi University (AYU), and Kazakh National Agrarian Research University (KazNARU).
Collaboration with these universities includes student and faculty exchange programs, joint participation in Erasmus+ and HORIZON2020 programs, scientific research projects, joint scientific conferences, and summer schools. Additionally, preliminary agreements have been reached to establish dual degree programs with some of these partner universities in the future.
MSU is a member of the International Association of Universities (IAU), the world’s largest higher education organization, which unites over 600 universities from more than 130 countries.
MSU is also a member of the University Alliance of the Belt and Road (UAB&R), which includes more than 170 universities worldwide.
Furthermore, the university actively participates in the European Union's Erasmus+ program, engaging in both student and faculty exchanges as well as capacity-building projects.

The admission exam is conducted by the State Examination Center based on a 700-point system. The exam is carried out in two stages. It is administered for five specialization groups (I, II, III, IV, V). In the first stage, a test exam is conducted in three subjects, while in the second stage, a test exam is conducted in another three subjects. In the next stage, students participate in the specialty selection competition.
