Scientific autonomy is the exercise of exclusive authority to establish its policy and its educational programs, research and extension, create, modify, merge or terminate courses and full curricula, confer degrees, issuing diplomas and certificates, as well as granting scholarships, awards, titles and other university dignitaries.

The administrative autonomy is the exclusive responsibility of exercise to design and reformulate its laws, rules this additional, lower their regulations and manuals, available on the staff of its staff, providing the commissioned positions and gratified functions, contract works and services we need to propose to the Chief Executive their plans for jobs and wages and amendments thereto, as well as choose and indicate names to that authority for the exercise of the Rector and Vice-Chancellor.
