The Higher Normal School of Bouzaréah was established by Executive Decree No. 84/206 of August 18, 1984: it is a public administrative institution under the supervision of the Ministry of Higher Education and Scientific Research. It is distinguished by its legal personality and financial independence. It began its scientific and educational activities at the start of the 1991–1992 academic year, after securing temporary accommodations in the Kharouba annex.
Despite its lack of facilities for teaching, the
school was able to carry out the tasks entrusted to it in the field of
pedagogical and scientific activity for 7 years. From the beginning of the
1998-1999 academic year, it has gotten its current location at 93 Ali Ramli
Bouzareah Street, following the decision to transfer the technological
institutes of education to the Ministry of Higher Education and Scientific
Research in 1998.
The ENSB location dates
back to the French colonial era, where, in 1860, steel building materials were
constructed with geometric stones in the form of wings connected to each other
in a semi-circle, forming the bulk of the real estate complex, constructed in
the form of sections, workshops and administrative offices consisting of a
basement, ground floor, and first floor. The location also shows attachments to
the old building, including a laboratory, a sports hall, and a university residence
and a residence built around 1970. Other annexes built in recent years, such as
the school library, the laboratory headquarters and an amphitheatre with
classrooms, took into account the architectural nature of the school.
Within the framework of the
General Higher Education Facility: the college carries out the functions of
higher training, scientific research and technological development, and in its
field of specialisation as follows:
-Ensure the training of qualified
teachers.
-Teaching students research
curricula and ensuring training through research and research.
-Contribute to the
production, dissemination, acquisition and development of science and
knowledge.
-Participation in
continuous training.
-Ensure the training of trainers
for the benefit of national education sector.
-Contribution to the
national effort for scientific research and technological development
-Advancing science and
technology.
-Valuing the results of
scientific research and dissemination of scientific and technical information.
-Participation in the
international scientific community in the exchange and enrichment of knowledge.

Students enrolled at the school are exempt from accommodation and meal charges, apart from a nominal fee. Students receive a monthly grant of 15 euros.
