Minimum age to apply for student visa
There's no minimum age specified to apply for a Norwegian study permit. However, if you are under the age of 18 at the time of application you will be required to submit several documents to show parental consent.

If your programme charges a tuition fee, you must also show that you have enough money to cover them, either by providing proof that the fees have been paid or by documenting that you have the funds available. If you are exempt from tuition fees, your educational institution should confirm this.

Admission requirement
Before you can apply for a Norwegian study permit, you must first be admitted to a full-time programme at a university or university college in Norway. Your place of study must also be an institution approved or accredited by the Norwegian Agency for Quality Assurance in Education (NOKUT).
You will also need to have a formal offer of admission from the university or university college and be able to show that the circumstances in your home country indicate that you are likely to return home after completing your studies.
