Foreign citizens and stateless persons have the right to receive higher education at the expense of budget allocations in accordance with international treaties of the Russian Federation. Citizens of Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, foreign citizens and stateless persons permanently residing (having a residence permit) in the Russian Federation are eligible for competitive admission to study on a budget basis.
