Enrolment Priorities:
  1. Graduated with a master's degree in public administration, political science, management, economics, sociology and other related majors (graduate students need to obtain a master's degree before enrolment)
  2. Strong English reading and writing skills, IELTS 6.0/TOEFL 80 points/CET6 level 450 points or more are preferred.
  3. Outstanding scientific research capabilities, papers published in Chinese and English core journals (indexed by SSCI, SCI, Scopus, CSSCI)


Entry requirements


The entry requirements are defined in the University’s Academic Regulations Governing Doctoral Degree Programmes. An applicant shall be considered for admission to a doctoral degree programme of MPU if s/he:


  • holds: (i) a Master’s degree or the equivalent, or (ii) a Bachelor’s degree or the equivalent, with ‘excellent’ academic performance from an accredited higher education institution;
  • fulfils other admission criteria prescribed by the programme of study concerned; and
  • satisfies the examiner(s) in an interview (if required).

  1. Curriculum vitae (must include a list of publications from the last three years, with title, journal names, and DOIs); 
  2. Research proposal# (reference outline);
  3. Copies of core journal papers from domestic and international journals;
  4. Evidence of language proficiency (if any)[e.g. Results of IELTS or TOEFL, etc.]; and
  5. Bachelor's degree certificates and academic transcripts
