About Pangasinan State University

Pangasinan State University also referred to by its acronym PSU or (PangSU) is a public university in the Pangasinan province of the Philippines. The university was founded in 1979, although its origins trace back to the 1920s. It is mandated to provide advanced instruction in the arts, agricultural and natural sciences as well as in technological and professional fields. PSU is notable for its many locations throughout the province of Pangasinan. Its main campus is located in Lingayen, Pangasinan. 
The Pangasinan State University’s distinctive structure, born out of four decades of rich history and pedagogical heritage, is a source of power and strength. PSU was chartered through the issuance of Presidential Decree No. 1497 promulgated on June 11, 1978 and became operational on July 1, 1979. The University is a proud member of Philippine Normal Schools in the country. PSU has nine campuses headed by a campus executive director.

The heart of the University is the main office situated in the town of Lingayen where the seat of government in Pangasinan is also located. The strategic location offers a work environment which is supportive to its various stakeholders characterized by a defining and enduring sense of community. 

In hindsight, the PSU system integrated the collegiate courses of five department of education, culture and sports supervised institutions in the province together with all the programs being offered by the Central Luzon Teachers College in Bayambang and Western Pangasinan College of Agriculture in Infanta, Pangasinan. The DECS institutions were Asingan School of Arts and Trades in Asingan; Eastern Pangasinan Agricultural College in Sta Maria; Pangasinan College of Fisheries in Binmaley; Pangasinan School of Arts and Trades (PSAT) in Lingayen and Speaker Eugenio Perez National Agricultural School in San Carlos City.

Growing in latitude, the College of Engineering and Technology in Urdaneta as an extension campus of Asingan was established in 1983 but was detached as an autonomous campus in 1989. Similarly, the year 2009 saw the birth of the University’s newest campus – the PSU Alaminos City campus.  The city government of Alaminos and PSU collaborated with the realization of its establishment as endorsed by the Sangguniang Panlungsod of Alaminos and duly approved by the PSU Board of Regents. 

The PSU Board of Regents, composed of 12 members, is the highest decision-making body of the PSU system. It could be chaired by Commission on Higher Education chairman/commissioner. Other members are the president of the university, senate and house representatives, government representatives, private sector representatives, PSU Federated Alumni Association, PSU Federated Faculty Association, and PSU Federated Student Association representatives. PSU President is elected for a single term by the university's Board of Regents. The board can also choose to extend the term of the president based on substantial grounds and merits of the official's performance.

The transformations over the decades shaped PSU and ordained its evolution to become a prominent Level IV SUC with nine campuses. It also operates a School of Advanced Studies (SAS) and an Open University Systems (OUS). The University is also named as one among accredited higher education institutions chosen by the Commission on Higher Education (CHED) to implement the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP). PSU is a Center of Excellence for Teacher Education Program both for Elementary and Secondary Education and a Center of Excellence for Fisheries as well.

Pangasinan State University (PSU) offers thirty-two (32) undergraduate programs in different fields of specialization distributed in the nine campuses. 

The Pangasinan State University – Open University Systems (PSU-OUS) is the distance learning unit of the university that produces professionals who are dynamic, self-reliant, morally upright, gender-responsive, and globally competitive professionals, with determined competencies in the pedagogy of technologically-innovative mechanisms, research generation and utilization, and relevant extension programs designed to contribute to the realization of national and international development goals. 

All programs are aligned with the Commission on Higher Education (CHED) Memorandum Order (CMO) No. 15, series of 2019, with their corresponding level of implementation and learning outcomes.
