Lingnan University (LU) and National Chengchi University (NCCU), Taiwan will launch a Dual Degreeof Doctor of Policy Studies (DPS) and PhD of Education Policy/Administration from September 2020. The Dual Doctoral Degree programme leverages the outstanding academics and researchers from the two leading universities in Asia to provide research training for students with international and comparative perspectives.

To enrol in the Dual Doctoral Degree programme, students must first be admitted to the Doctor of Policy Studies programme and satisfactorily complete all required courses in their first year of study. Students will then be considered for admission to the Dual Doctoral Degree programme. The selection criteria are strictly based on academic performance. Students admitted to the Dual Doctoral Degree programme will join the courses at NCCU in the second year of their full-time study. Students are expected to complete at least six 3-credit hour courses taught in English at NCCU and transfer their credit back to the DPS programme. The study period for the Dual Doctoral Degree programme is normally 3 to 4 years.

  • DPS is Hong Kong’s first Doctorate in Policy Studies. The programme has flexible delivery modes and strong experiential learning elements including field visits, and academic workshops and seminars. Students can expect to visit some of LU partner institutions in the UK, notably the University of Bath and University of Oxford. The programme is particularly suitable for professionals with experience in public administration, education sector, non-governmental organisations, and think tanks.
  • The PhD programme in NCCU aims to provide professional training for personnel in the fields of educational administration and policy planning. By integrating knowledge from various domains and the training of advanced social-science research methods, students are able to engage in research theory and topic discussions of higher academic learning and advanced applications
  • The study period for the proposed Dual Doctoral Degree programme is normally 3 to 4 years. Students of the DPS programme are expected to complete a total of 21 credits before they join the courses at NCCU in the second year of their full time study. They are expected to complete at least six 3-credit courses taught in English at NCCU and transfer their credit back to the DPS programme.
  • The dual doctoral degree programme offers students opportunities to experience different learning environments and cultures during their studies across the study period;
  • Upon successful completion of the whole programme at both LU and NCCU, students will be awarded the DPS and PhD degrees by LU and NCCU respectively;

Applicants who are interested in the Dual Doctoral Degree programme must first enrol as a Doctor of Policy Studies student. Students will then be considered for the dual degree programme subject to their academic performance. The entry requirements of the DPS programmes are specified below:

Entry Requirements

Applicants should normally hold a Master’s degree in the relevant policy studies field. Shortlisted applicants will be interviewed.

Applicants whose entrance qualification is obtained from an institution where the medium of instruction is not English should fulfill the following minimum English proficiency requirement:

  • a band score of 6.5 or above in the International English Language Testing System (IELTS); or
  • a minimum score of 550 (paper based test) or 79 (Internet-based test) in the Test of English as a Foreign Language (TOEFL); or
  • an equivalent score in a recognised test.
