Universitas Pembangunan Nasional “Veteran” Jawa Timur, commonly referred to as UPN “Veteran” Jawa Timur, is a distinguished public institution of higher education situated in Surabaya, East Java. It has been designated the ‘State Defense Campus,’ a title that reflects its foundational role in embodying the principles outlined in Article 27, Act 3 of the 1945 Constitution of the Republic of Indonesia. This article mandates that every citizen possesses both the right and the obligation to contribute to the national defense efforts, a mandate that the university actively promotes and integrates into its educational ethos and activities.

Throughout its history, the Universitas Pembangunan Nasional “Veteran” Jawa Timur has experienced a series of transformations. Its inception is deeply tied to the contributions made by Indonesian independence veterans. Initially founded as the Academy of Company Administration “Veteran” Surabaya (Akademi Administrasi Perusahaan “Veteran” or AAPV) on July 5th, 1959, it underwent significant changes on March 21st, 1966. Following a decree from the Ministry of Veteran and Demobilisation, it transitioned into a State-affiliated College, known as Perguruan Tinggi Pembangunan Nasional (PTPN) Veteran, aligning as a branch of the Yogyakarta campus. Originally situated at Jalan Tambak Bayan Tengah No. 17 - 19, the university relocated in September 1987 to a new campus in a developing area of Surabaya, located at Jalan Raya Rungkut Madya No. 1 Gununganyar.

Under Presidential Regulation Number 122 of 2014, Universitas Pembangunan Nasional “Veteran” Jawa Timur was officially designated as a Public University on October 6th, 2014, by the President of Indonesia. The university is composed of eight faculties: Engineering, Economics and Business, Agriculture, Architecture and Design, Social and Political Science, Law, Computer Science, and the Faculty of Medicines. Presently, UPN “Veteran” Jawa Timur provides a diverse educational portfolio that includes 29 undergraduate programs, 8 master's programs, and 1 doctoral program, covering a wide range of fields and disciplines.

In adherence to the UPNVJT Senate Decree Number: Skep/17/UN.63/2015 dated July 3, 2015, UPN “Veteran” Jawa Timur is committed to evolving into a distinguished institution recognized for its dedication to state-defense principles, mirroring its distinctive identity as a state-defense oriented campus. By 2040, UPNVJT aims to fulfill its foundational Tridharma, propelling it towards global recognition as a World-Class University grounded in the ethos of state-defense.
