About National Taiwan Ocean University
Since the establishment of National Taiwan Ocean University (NTOU) in 1953, we have developed under the excellent leadership of former principles and the positive efforts among all of our teachers and students. From Provincial Taiwan Maritime Technology College with a campus area of only 991.8 square meters in the beginning to Provincial Maritime College and then National Taiwan College of Marine Science and Technology, we’ve come a long way before gradually developing into the current National Taiwan Ocean University with a campus area of 60 hectares. We have become an international top university that “focuses on ocean but not limited to it” and are famous for both “excellent teaching” and “characteristic research”.
We currently have three campuses, including “Keelung Campus”( main campus ), “Matsu Campus”, and “Taoyuan Guanyin Campus”. There are seven colleges in the university and containing 22 departments, 12 independent institutes, 28 master’s programs, 20 PhD programs, 13 in-service master's programs, and 4 bachelor programs of extension education. Our student number is around 9,000 people plus 500 foreign students and international students from other countries. We have become an international top higher education institution in marine with most complete characteristics in the world.
The main campus of our university is next to Keelung Port with mountains and ocean at our elbow as well as Heping Island, Chen-Pin Fishing Harbour, Bisha Fishing Harbour, and National Museum of Marine Science and Technology nearby. The unique Longgang Ecological Park is in our campus and is a good place to look at the beautiful sea view of the boundless Pacific Ocean; it makes us a harbour city university with beautiful landscape. Our Matsu Campus was established in September 2017, and there are three departments there. Other than teaching and experimental research, the featured key courses in the campus are closely linked with to the direction of industrial development in Matsu. Meanwhile, we also set up “Matsu Marine Research Centre” to plan multi-dimensional development related to academia and industry collaboration, biotechnology value-added technology, transport infrastructure, shipping, water activities, and tourism & recreation with the anticipation of cultivating interdisciplinary high-level talents in the marine industry. In November 2018, we established “Marine Incubation Centre” in Taoyuan Guanyin Campus, where we set up a marine environment observation platform and a marine science park to assist Taoyuan City Government to construct Taoyuan as a large cosmopolitan city that are with resources of land, sea, and sky.
Over the years, our university earned recognition for our performance in teaching, research, and service one after another. Starting from 2005, we have been selected continuously as the key university for “Program of Promoting Teaching Excellence of Universities” launched by Ministry of Education. Since 2006, we have been awarded special grants for “Five-Year Plan to Develop First-Class Universities and Top-level Research Centres in NT$50 Billion”, “Aim for the Top University Project”, two featured first-class research centres for the first part and the second part of “Higher Education Sprout Project”- “Ocean Centre” and “Centre of Excellence for Ocean Engineering”, and “University Social Responsibility (USR) Project” by Ministry of Education continuously. The “Journal of Marine Science and Technology (JMST)” published by our university has become the first journal among the journals published by the domestic universities that is included in the database of dual I (SCI and EI). It can be regarded as the recognition from external parties to our university in the dimensions of teaching, research, and service.

A Comprehensive University with a Unique Oceanic Features
NTOU has 7 colleges and 5 university-level teaching and research centres (Centre for General Education, Ocean Centre, Center of Excellence for Ocean Engineering, Taiwan Marine Education Centre, and Maritime Development and Training Centre), 22 undergraduate departments and 3 post-degree programs. In September 2017, we established 3 additional bachelor programs in Matsu Campus (students will study in Matsu in the sophomore year of their university study and study in Keelung in their freshman, junior, and senior years).
Giving priority to ocean but not limited to it
NTOU is an exclusive “International Ocean Outlet”, which gives priority to the ocean but not limited to it. It facilitates interdisciplinary integration, enhances oceanic and maritime features, and at the same time improves high technology research. In addition, NTOU includes departments of Optoelectronics, Materials Engineering, Electrical Engineering, Computer Science and Engineering, Communications, Mechanical Engineering, Marine Engineering, Bioscience, Transportation Science, Food Science, Ocean Tourism, Ocean Law and Policy, Oceanic Cultural Creative Design Industries, among others, become an International Top Ocean University.

NTOU promotes holistic education, focuses on the balanced development of science and technology, humanity and nature, internalizes the spirit of Honesty, Simplicity, Fraternity and Perseverance, improves students’ language abilities, pays attention to practices, assists interdisciplinary learning, facilitates corporate internships, and encourages oversea study. NTOU has rapidly developed its research power.
NTOU has numerous unique facilities: national oceanographic ship- Ocean Researcher II, the third biggest Large Cavitation Tunnel Laboratory, an advanced Ship-handling Simulator Training Center, the only coastal Aquatic Animal Center; the largest Ocean Engineering Labs in Asia, a satellite telemetry team, a Maritime Intelligent Transportation System, and a Traceability Certification and Inspection Center.
NTOU plays a leading role in the international field of fisheries science and technology and disease prevention research, transgenic technologies, cultivation techniques of marine organism and seedling mass production. It has integrated research at the East China Sea for the long term, and it has leading results in the areas of marine energy resources, marine power generation, fish physiology and sex reversal propagative techniques, and coral reproduction.
The quality and quantity of research papers published by our university in marine science and technology journals has grown exponentially.
Our in-house academic journal – the Journal of Marine Science and Technology of NTOU- has been published and indexed in SCI; the research quality and quantity of papers published by our university in marine science and technology journals both top the list in Taiwan; NTOU actively promotes industry-academy cooperation and technology transfer, and has made plentiful achievements. Our critical instruments are offered for intramural and extramural use; it pays attention to ocean, and makes Taiwan as influential as other countries in the international field.

A. Prospective students must submit the International Student Scholarship Application Form with the academic admission application.
B. Current students must abide by the OIA’s instructions.
(1)All the scholarships are exclusive. You only can be awarded by one kind of scholarship.
(2)Taiwan Scholarship (MOST): Only master or Ph.D. students can apply for this scholarship.
(3)NTOU Scholarship: Current students must have average grades over 70 (for undergraduate) and 80 (for graduate students) in the previous semester.
(1)Taiwan Scholarship (MOE): The tuition fees will be waived by MOE and NTOU. MOE provides monthly allowance NT$15,000 for undergraduate and NT$20,000 for graduate.
(2) Taiwan Scholarship (MOFA): MOFA provides monthly allowance NT$30,000.
(3) Taiwan Scholarship (MOST): MOST provides monthly allowance NT$30,000.
(4)NTOU Scholarship: NTOU might waive awarded students’ tuition and provide the monthly allowance no more than NT$10,000. The actual subsidy that awarded students receive will be determined by the scholarship committee.
(1)Taiwan Scholarship (MOE): for undergraduate students 4 years maximum, for master students 2 years maximum, for Ph.D. students 4 years maximum. Please note that award periods cannot exceed a total of 5 years.
