In 2003, as part of the National Strategy to Secure Cyberspace, the White House identified as a top priority the necessity of maintaining a pool of well-trained and certified IT security specialists through providing comprehensive training and education. While cryptographers strive for the best possible solution to a security issue, the implementation of their work is too often restricted by technological limitations, cost restraints and human factors that were not considered as part of the original design process.
