In the present educational standard developed at Osh State University, the educational standard represents a set of norms, rules, and requirements for the development and implementation of the educational program (OOP) in the field of higher professional education at the bachelor’s level, major 550700 Pedagogy. This educational standard establishes the requirements for the training of specialists in higher professional education programs in the field/specialty 550700 Pedagogy, upon completion of which the qualification “bachelor” is awarded.
This higher professional education standard serves as the basis for the development of basic curricula, working programs of academic disciplines, practical training, and state final attestation programs, which together form the structure of the OOP.
The main users of the educational standard are:
- the educational program in the field 550700 Pedagogy, which serves as the foundation for the development of basic educational programs and organizational-methodological documents implemented during training and preparation of specialists. It is also used by the teaching staff of Osh State University to assess the quality of mastering higher professional education programs, to supplement and update them in line with advances in science, technology, and society, as well as for systematic monitoring of achieved learning outcomes;
- students, for effective implementation of academic work while mastering the main educational program;
- the administration of Osh State University, responsible for the quality of graduate training, the organization of the educational process within its competence, academic-methodological sectoral committees of Osh State University, deans of faculties, directors of institutes and colleges, heads of departments, heads of divisions, heads of subject-cycle commissions, and others;
- examination and state attestation commissions that evaluate academic achievements and the quality of education of Osh State University graduates;
- employers in the relevant field of professional activity, for determining the orientation of graduates during employment;
- organizations financing higher professional education;
- authorized organizations carrying out accreditation of educational programs in the field of education;

Requirements for the level of education of applicants :
An applicant entering the academic bachelor’s level must possess one of the following documents:The standard duration of full-time study for a bachelor’s degree is 4 years, including holidays granted after passing the state final attestation.
When implementing the educational program in blended (evening), distance, and part-time modes of study, regardless of the applied educational technologies, the normative duration of study increases by one (1) year compared to the normative duration of full-time study. In the blended (evening) mode, the volume of classroom sessions must be no less than 16 hours per week.
The duration of education under an individual study plan is determined on the basis of internal regulatory acts of the educational institution regarding academic policy and organization of the educational process.
5.8. When organizing the educational process using the credit system, the volume of each academic discipline is expressed in whole academic credits. The workload of all types of academic work in the curriculum is indicated in ECTS credits. One (1) academic credit equals 30 academic hours of student learning (including classroom, independent work, and all types of attestation). The duration of an academic hour is 45 minutes.
The workload of the OOP HPE in full-time study per academic year is no less than 60 credits, and no less than 30 credits per semester. The workload of the OOP HPE in blended (evening) and part-time study using various distance learning technologies is no less than 48 credits per academic year for a bachelor’s degree.
The duration of study in accelerated programs is determined by the educational institution based on the results of re-attestation (credit transfer) of fully or partially achieved learning outcomes in individual disciplines (modules) and/or individual types of workplace training completed by the student in prior education.
Individuals holding a diploma of secondary professional education (SPE) in a relevant field or a higher professional education (HPE) diploma are granted the right by the educational institution to pursue educational programs
- a certificate of secondary general education;
- a diploma of initial professional education (with a secondary general education document);
- a diploma of secondary professional education;
- a diploma of higher professional education.
When implementing an educational program in accordance with this standard, within the given field of higher education at the bachelor’s level, the following modes of study may be pursued:
- full-time;
- part-time;
- blended (evening);
- online, distance learning.
The total workload of the educational program in the field/specialty 550700 Pedagogy for a bachelor’s degree amounts to 240 credit units, regardless of the mode of study, applied educational technologies, double qualifications, networked education (implementation of the program (field/specialty) by several educational institutions), individual study plans of students, including accelerated learning.
Awarding of a double qualification is carried out when the educational program is implemented at the intersection of two standards of fields/specialties, with the workload of the program increasing by no less than 60 credits, and the study period extended by no less than one (1) year.
