The achievements in health are based on an integral conception, whose center is prevention. Health is not the lack of diseases, but is associated with quality of life; For this reason, the National Development Plan of Ecuador considers higher education and the research associated with it as a public good insofar as its development benefits society as a whole beyond its individual or private usufruct; for this reason, the UCSG Medicine programme aims to prepare socially responsible professionals based on research, conservation, promotion and dissemination of science and culture; It is important to point out that the transformation of the health sector is a process that must be developed little by little, the country is characterized by being multiethnic and multicultural, composed of indigenous, Afro-descendant, mulatto, mestizo and white population, the distribution of human resources in health, in Ecuador there is a total of 23 doctors for every 10 thousand inhabitants, as revealed by the Pan American Health Organization, the same PAHO states that the Coast is the one that suffers the greatest lack of doctors, the total number of doctors per 10,000 inhabitants does not exceed 9.5, the figures show that in the Sierra there is an average of 22.4 doctors per 10,000 inhabitants ; in this context, the management of learning and knowledge generated in the medical career, in coordination with the university functions with the national, local and sectoral planning systems, the links with the diversity of actors, productive, social, cultural, academic and politicians,
