Public law has moved beyond the traditional confines of the state and Europe, evolving into a hegemonic global public law, both from an economic perspective and one of social protection. This global public law cannot be interpreted merely as a neo-liberal economic regulation of free trade since, thanks to social movements, there is also increasingly widespread recognition of social, employment, cultural, educational and other rights. This regulatory field is our object of study, as global law. The leitmotif of our lines of research is the achievement of more human security through integral security and global law. Certainly, the new risk society includes this new conception of security: protection in all areas where a risk or hazard to citizens is detected. The United Nations concept “Human Security” is giving a more complete meaning in advanced societies to the flood of new rights and values that are taking hold globally and changing the role of the State. This new State is a regulatory one that shares protagonism with community organisations and in which the responsibility for protection against risk is also shouldered by businesses, which are expected to take an active role in prevention.
